AI Transforms Novosibirsk Region, Russia

Novosibirsk, a key center for information technology and artificial intelligence (AI) in Russia, is leading the way in integrating AI into healthcare, public services, and government agencies. The region's AI-based initiatives, backed by the Russian government, aim to automate routine tasks, improve service quality, and scale successful regional projects nationwide.

Last week, Governor Andrey Travnikov presented these AI implementations to Deputy Prime Minister Dmitry Grigorenko during his visit to the Research Center for Artificial Intelligence at Novosibirsk National Research State University and the Technopark of the Novosibirsk Akademgorodok.

In healthcare, AI technologies are being introduced under Russia’s national "Healthcare" project and the departmental initiative "Introduction of Artificial Intelligence Technologies." Over 400 medical AI units have already been deployed, enhancing medical image analysis and expanding beyond common diseases toward more specific diagnoses. These units are assisting with diagnostics such as the analysis of radiological examinations on platforms like MosmedAI.

Public services and government agencies are also benefiting from AI. The Russian government, represented by Deputy Prime Minister Grigorenko, emphasizes the need to eliminate routine processes through AI-driven automation to free up specialist resources and simplify work. Notable examples include the digital service "Preschooler," which reduces the time it takes to enroll a child in kindergarten from several days to just 15-20 minutes, and the AI assistant for electronic document management, which speeds up information search.

The "Safe City" video analytics system is operational in Novosibirsk, aiding law enforcement agencies in monitoring order, identifying violators, and locating missing persons. All mass social services have been converted to electronic formats, and every second application for services is submitted online.

The "Resident of Novosibirsk Region" card system simplifies access to electronic services like discounted travel, prescription drug benefits, and purchasing tickets for cultural institutions. The system is part of the region's efforts to streamline operations and improve residents’ access to services.

Governor Travnikov emphasized a results-oriented approach in implementing AI developments in the region. The federal authorities see Novosibirsk as a pilot region exemplifying AI’s ability to generate tangible economic and administrative benefits by automating repetitive tasks. The approach includes fostering innovation at the regional level and transferring best practices to other Russian subjects, ensuring a balanced and widespread AI expertise distribution across the country.

Since the beginning of the year, the AI system in the Novosibirsk region has processed over 361,000 images. The "Civil Servant Workstation with AI Assistants" system is designed to optimize the work of officials, while an AI stenographer automatically generates meeting protocols, and an AI client-centricity expert processes citizen appeals and composes clear responses.

Dmitry Grigorenko visited Novosibirsk to emphasize the importance of AI development resulting in tangible results and benefits. He noted that local AI developments have potential for nationwide replication. The Novosibirsk region ranks in the top 10 Russian regions for digital transformation, demonstrating the region's commitment to leveraging technology for the betterment of its citizens.
