ASEAN Summit Discourse: Prime Minister Engages in AI Collaboration Talks
In Kuala Lumpur on Wednesday, PM Phạm Minh Chính and Malaysian Prime Minister Anwar Ibrahim participated in a high-level discussion session titled "The Intelligence Grid: Building Bridges Through Sovereign AI Collaboration." Hosted during the ASEAN-GCC Economic Forum, the event served to set the direction for collaboration between ASEAN and the GCC.
Among the topics discussed were the development and application of autonomous AI, comprehensive digital transformation, and the role of ASEAN-GCC cooperation in establishing inclusive digital infrastructure. With experts, scholars, and business representatives from both regions in attendance, the conversations revolved around sharing experiences, development orientations, and the potential for deeper cooperation and connectivity among nations.
In his address, Prime Minister Phạm Minh Chính stated that AI has become an integral part of everyday life, playing a role in enhancing human interaction and boosting productivity across a range of sectors. As such, he emphasized that AI development and utilization should not be mere strategic choices but urgent priorities for every nation.
PM Chính asserted that the members of ASEAN and the GCC possess distinct and complementary advantages, warranting closer and more effective cooperation in all areas. To this end, he suggested that governments play a fundamental role in developing regulatory frameworks, essential infrastructure, and human capital, with people and businesses taking center stage in AI development, application, and governance.
In his remarks, Phạm Minh Chính pointed out the dual aspects of AI – its strengths and limitations – and stressed the importance of leveraging its advantages while minimizing its risks. He urged developed countries to extend support to less developed and developing nations in achieving inclusive, comprehensive AI development, ensuring that no one gets left behind. This support would encompass building suitable legal frameworks, setting up strategic infrastructure like data systems, energy, and smart governance, educating high-quality workforces, and fostering ethical AI development. To facilitate this, Phạm Minh Chính called for concessional financing and technology transfer from developed countries to nations still in the process of development.

He advocated for stronger coordination among nations to ensure AI development is carried out safely, ethically, and inclusively. The PM also suggested that ASEAN, GCC, and China could mutually support each other in exploiting their unique potential, capitalizing on emerging opportunities, and enhancing their respective competitive advantages.
The discussions at the plenary session underscored the importance of collaboration in enhancing productivity and improving human interaction, while upholding national sovereignty and contributing to regional economic integration.
