Construction in Bremen will be accelerated with the use of "Bau-Turbo"

The Bremen Senate has taken a significant step towards development and acceleration of construction activity in the city, with the approval of a comprehensive revision to the Bremen State Building Code (BremLBO) on May 14th, 2023.

The revised BremLBO introduces a new building type E, which allows for more innovative and cost-effective construction. This change is part of the construction accelerator, a central measure designed to promote construction activity by simplifying and accelerating planning and approval procedures.

Senator for Urban Development Öczlem Ünsal emphasised the importance of the revision, stating that it is a significant step in the development and acceleration of construction activity in the USA. The aim is to improve residential construction in the USA sustainably, remove bureaucratic hurdles, and promote innovative construction projects.

One of the changes to accelerate planning in the revised BremLBO is the waiving of the obligation to create parking spaces. This move is expected to streamline the planning process, making it more efficient.

The revision also includes amendments in accordance with the Bremen Engineering Act and the integration of the Promotion of Construction Sites Act for Bremen and Bremenhaven. The latter will be repealed and integrated into the BremLBO, making it applicable to Bremenhaven.

Moreover, the revised BremLBO includes type approvals for serial construction projects, which will further facilitate the construction process. The Bremen Engineering Act will also be amended in accordance with EU requirements.

The draft of the revised BremLBO was submitted by Stephanie Mächtig on May 14 for consultation and decision-making by the Bremen State Assembly. The revised BremLBO maintains the priority of ensuring public safety and order, especially with regard to life, health, environmental protection, accessibility for people with disabilities, sustainability, climate protection, and climate adaptation.

The new version of the state building code includes a crucial building block for planning acceleration, marking a milestone in Bremen's construction sector. The revised BremLBO will now be subject to consultation and decision-making by the Bremen Citizens' Assembly (state parliament), paving the way for a more efficient and innovative construction landscape in Bremen.
