Digital transformation intensifies in Saxony-Anhalt's citizen services and administration
Saxony-Anhalt, a state in eastern Germany, is embarking on a significant digital transformation journey with the adoption of the "Saxony-Anhalt Digital 2030" strategy in September 2023. This strategy, spearheaded by the state government, encompasses more than 150 concrete goals across 18 thematic fields, focusing on digital transformation in society, the economy, and administration [1].
The strategy aims to create a digitally connected future, with annual progress reports, and emphasizes a people-centered approach and societal benefits. It serves as a framework for subsidiary digital strategies in various sectors such as IT, open data, and economic development [1].
One of the key aspects of the strategy is the targeted expansion of digital infrastructures, particularly 5G campus network projects. Approximately 95% of the state's area is now covered by 5G mobile communications [2]. The current supply situation data for digital infrastructures in Saxony-Anhalt can be found at Digital Infrastructures Saxony-Anhalt [3].
The strategy also integrates departmental strategies like Digital@MWL and thematic strategies within its overarching framework. Cooperation across ministries and sectors is encouraged to drive cross-cutting digital innovation and networked administration [1].
In the realm of education, more than 99% of schools in Saxony-Anhalt are now connected to the fiber optic network as part of the "Schools online" project [4]. The state is also making progress in digital transformation, with over 215 online services now available statewide [5].
Digital data standards, like XPlanning, are being introduced in urban planning to accelerate seamless planning processes. The technical infrastructure for the central recording of open data has been set up, and the state is supporting the XPlanning-compliant recording of existing urban planning from over 100 municipalities by the end of 2026 [5].
The state government is relying on close and cooperative partnership with municipalities to drive digitization at all levels. In fact, they have funded a total of 125 WLAN and Free WiFi projects in the past seven years [6]. The administrative data of the state, excluding sensitive or personal data, are made available for free use based on European standards [7].
Moreover, the state has invested more than 2.5 million euros in various digitalization projects via the directive "Saxony-Anhalt Digital" by the end of 2024 [8]. The new participation portal offers a modern, reusable e-government service and strengthens citizen participation in the digital space [9].
Dr. Lydia Hüskens serves as the Minister of Infrastructure and Digital Affairs in the state of Saxony-Anhalt, leading the charge in this digital revolution. The state's commitment to digital transformation is evident, with numerous online services already available and more being added continuously, with the goal of making administration simpler, more transparent, and digital [5].
