The American AI Exports Program, established by a 2025 Executive Order, aims to support the development and deployment of U.S.-origin full-stack AI export packages within 90 days of its issuance.
Full-Stack AI Export Packages
These comprehensive packages include AI-optimized hardware, data infrastructure, AI models, cybersecurity measures, and application-layer tools for sectors such as healthcare, education, agriculture, and transportation.
Coordination and Proposal Submission
The Department of Commerce, in collaboration with the Department of State and the Office of Science and Technology Policy (OSTP), solicits proposals from industry-led consortia. These proposals must identify target export regions, operational frameworks, and comply with export control regulations. Selected proposals are designated as priority AI Export Packages and receive robust federal support.
Mobilizing Support
Support for the program is mobilized through the Economic Diplomacy Action Group (EDAG), which leverages federal financing tools such as technical assistance, feasibility studies, credit guarantees, political risk insurance, equity investments, and loan instruments to accelerate deployment and export promotion.
Government Strategy
The Secretary of State, in collaboration with EDAG, leads a government strategy to promote U.S. AI technologies and standards globally, align technical, financial, and diplomatic resources, coordinate multilateral and bilateral AI export initiatives, help partner countries establish pro-innovation regulatory, data, and infrastructure environments conducive to American AI deployment, analyze and address market access barriers, and facilitate investments in U.S. small businesses developing AI technologies and infrastructure.
Objectives and Goals
The overarching goal of the program is to make America the global leader in AI, reduce international reliance on foreign AI technologies, and strengthen U.S. technological, economic, and diplomatic influence through AI exports.
Federal Tools and Partnerships
Members of the EDAG will deploy Federal tools to support the priority export packages selected for participation in the Program, including direct loans and loan guarantees, equity investments, co-financing, political risk insurance, and credit guarantees, and technical assistance and feasibility studies. The Secretary of State will also coordinate United States participation in multilateral initiatives and country-specific partnerships for AI deployment and export promotion.
