Implementation of New Gaming Regulations Begins in October: Ashwini Vaishnaw
The Indian Parliament has passed the Promotion and Regulation of Online Gaming Bill, 2025, which received the President's assent on August 22. This new Act aims to regulate online gaming and promote e-sports, while also prohibiting harmful online money gaming services, advertisements, and financial transactions related to them.
The Act imposes a nationwide prohibition on online games played for stakes, including those classified as games of skill or chance. Offences under the Act are cognizable and non-bailable, but no punishment will be imposed on individuals playing online money games. Instead, service providers, advertisers, promoters, and financiers may face consequences.
The government has held multiple discussions with online gaming companies, stakeholders, and banks regarding the new rules. Notably, Dream11, an online game provider, has been in discussions with the Indian Ministry of Information and Technology regarding this regulation. Following the enactment of the 2025 online gambling regulation law in India, Dream11 ended its collaboration with the BCCI.
The government's approach remains "very consultative," and another round of discussions with the industry will be held before implementation. The new legislation is set to be rolled out on October 1, but if more time is needed, a more consultative approach will be considered.
This Act is part of the government's efforts to promote e-sports and provide them legal support. The government aims to use this legislation to foster a safe and responsible online gaming environment, while also encouraging the growth of e-sports in India. The Act is a continuation of the government's consultative approach towards online gaming regulations.
The Act criminalizes offering or participating in online money games, but it does not specify any punishment for individuals playing these games. The focus is on regulating the service providers, advertisers, promoters, and financiers involved in these activities.
In summary, the new Online Gaming Act aims to regulate online gaming in India, promote e-sports, and prohibit harmful online money gaming services. The Act will come into effect from October 1, but the government has emphasized its commitment to a consultative approach, ensuring all stakeholders are heard before implementation.
