In the digital age, AI-powered chatbots have become an integral part of our daily lives. One such example is ChatGPT, which made headlines when it was launched as a "research preview" and garnered over one million users within five days. However, the advancement and popularity of these chatbots also raise concerns about their potential misuse and impact on national security.

A recent study found that ChatGPT delivered false and misleading claims about substantial topics like COVID-19, the war in Ukraine, and school shootings for 80% of the prompts with erroneous narratives. This raises questions about the reliability of these AI models as sources of information, especially for individuals with little media literacy training.

One of the key risks associated with AI chatbots is their potential use for malicious purposes. They can be exploited to write harmful code, generate false or misleading information, and bypass security controls. This can be leveraged by hostile actors to launch cyberattacks or spread propaganda.

Another concern is the privacy and data leakage vulnerabilities associated with these models. The training and operational processes of such models carry risks of leaking sensitive or private data, model poisoning (manipulating the model through its training data), and reconstruction of confidential information from the model outputs.

AI chatbots may also amplify harmful biases, particularly in military or intelligence contexts. Large language models may misrepresent minority groups or inaccurately interpret non-Latin-based languages, which can lead to flawed intelligence assessments and potential misidentification of civilians as threats.

Moreover, AI technologies, including chatbots, can be weaponized by adversaries to disrupt financial systems, conduct psychological operations, or carry out sophisticated fraud through voice cloning and other means.

The challenges in government use and policy are also significant. While there is an effort to adopt AI tools securely across federal agencies, tensions remain between rapid AI deployment to maintain technological superiority and the risks posed by unregulated or biased AI systems that could undermine national security objectives.

OpenAI and other organizations are engaging with government partners to provide controlled, secure AI access to federal workers to enhance public service capabilities while attempting to manage these risks responsibly.

In summary, the national security concerns around AI chatbots like ChatGPT stem mainly from their potential misuse in cyber and information warfare, inherent model vulnerabilities, risks of bias leading to flawed intelligence assessments, and complexities in regulation and ethical policy enforcement amid geopolitical rivalries. It is crucial to develop a strategy to conceptualize, preempt, and respond to these threats at every step of their technological evolution.
