Indiana University's Space Governance Lab Launches Pioneering Space Cybersecurity Program

Indiana University's Space Governance Lab, housed within the Ostrom Workshop, is set to establish a first-of-its-kind professional development program in Space Cybersecurity this fall. This innovative research and educational center, focused on space governance, security, and policy, is led by Dr. Eytan Tepper, a Research Professor in Space Governance & Security, and Prof. Scott Shackelford, a world-renowned expert on cybersecurity law and policy [1][2].

The Space Governance Lab's flagship project, "Space - Cyber Governance," has gained increased recognition and funding due to cyber attacks targeting space systems during the Russian invasion of Ukraine. This program aims to train America's first generation of space cybersecurity experts, including engineers, CISOs in space companies, current and future Space Force personnel, and students of cybersecurity [3].

The 10-week, online "space cybersecurity program" held its first cohort in the fall of 2023, and the second cohort recently started this spring edition. Participants will learn to develop and implement effective strategies for managing cyber risks to space-based infrastructure, gaining an in-depth understanding of cyber threats to space systems by the end of the program [4].

The Kelley School of Business is hosting the new "space cybersecurity program" in collaboration with key governmental and commercial actors. The Space Governance Lab's activities cover discussions on space commons, sustainability, the space economy, and the future of the final frontier [5].

The Lab was established using a grant from the Carnegie Corporation of New York, and it received further grants from the National Science Foundation (NSF) and Microsoft. Courses are offered across Indiana University Bloomington, including at the Hamilton Lugar School of Global & International Studies, the Maurer School of Law, the Kelley School of Business, and potentially soon also at the Luddy School of Informatics, Computing, and Engineering [6].

The Space Governance Lab will host a webinar on April 1st on the Anostromian approach toward Lunar Surface Sustainability, preceding the total solar eclipse by the moon on April 8th [7]. More than 100 students have participated in the courses and other activities of the Space Governance Lab, and the interest is growing [8].

The Lab applies theories and frameworks associated with the Ostrom Workshop to space governance, playing a critical role in pioneering interdisciplinary approaches in space cybersecurity education and research [1]. The Space Governance Lab is an extension of the Ostrom Workshop, established by Nobel Laureate Elinor Ostrom [9].

The Space Governance Lab's "Space - Cyber Governance" project caters to students and professionals already working in the space sector, aiming to teach them how to respond to the newly revealed risks to their space organizations [3]. The Lab's activities and the "space cybersecurity program" are designed to equip stakeholders with necessary expertise in space cybersecurity and policy [1][2].
