The German state of Baden-Württemberg has spearheaded the creation of a new alliance, the "Alliance for New Flying," with partners from various sectors. The alliance was presented on September 15, 2025, as part of the Action Plan reFuels, a strategy aimed at advancing decarbonization in sectors lacking alternatives, such as aviation and shipping, and parts of industry.

Transport Minister Winfried Hermann stated that mobility should be responsible and that sustainable aviation fuel (SAF) is a crucial building block for more climate protection. The Action Plan reFuels outlines cross-departmental proposals for adjusting European regulations to promote power-based fuels.

The Alliance for New Flying focuses on business flights as the initial target for increased SAF use. Interested companies and organizations can join the alliance at any time, and it currently consists of twelve members and interested parties. The alliance encourages companies to voluntarily pay a premium for the use of SAF for their flight activities.

The alliance aims to significantly increase the use of SAF to support the state's climate goals. It promotes the direct use of climate-friendly fuels to reduce greenhouse gas emissions instead of subsequent compensation. The alliance also raises public awareness, provides a platform for stakeholder exchange and networking for pilot projects, and advocates for better regulatory frameworks at the national and European levels.

The alliance calls for clear framework conditions for the use of SAF. It outlines specific proposals for adjusting European regulations to promote power-based fuels, including proposals for adjusting regulations to facilitate the market ramp-up of these fuels. The alliance is open to further committed partners from various sectors.

The "Alliance for New Flying" is a key component in implementing the Action Plan reFuels strategy in the aviation sector. However, there is no specific information available about which companies and organizations have joined the alliance or whether additional interested partners are possible.

Minister Hermann emphasized that the alliance is an important step towards a more sustainable future for aviation and shipping. By promoting the use of SAF, the alliance hopes to contribute to Europe's decarbonization efforts and help achieve the state's climate goals.
