Deception is rampant in Kazakhstan, with crooks capitalizing on the desire to save money or gain an advantage. Here's a breakdown of one of the many ways they trick people, focusing on utility bills.
Utility bills are essential monthly payments for services like water, heating, gas, electricity, waste disposal, and multi-apartment building maintenance. The prices of these services have risen dramatically over the past year, with cold water tariffs jumping by 43.1%, hot water by 19.2%, mobile communication by 27%, water disposal by 25.7%, heating by 22.3%, and electricity by 18.4%. Almaty residents, in particular, spend a whopping 95,600 tenge per person in utility expenses.
Scammers exploit these high costs by offering "compensations" for inflated utility bills. These fraudsters contact victims via phone or messaging, professing to help recalculate bills and cut down on expenses. They then send a link to a phishing website that appears like a utility bill payments portal. By asking for personal data and bank card information, they prey on unsuspecting victims.
These fake websites, however, can easily be distinguished through sloppy design, incorrect domain names, or unusual names that don't resemble utility company pages. The scammers will also try to rush victims into processing the "compensation."
According to government aid programs, actual assistance for paying utilities is solely for socially vulnerable groups. This aid, given quarterly, compensates for already-incurred expenses. For other citizens, the best ways to reduce housing costs include installing meters, disconnecting unnecessary services, and reviewing the number of registered residents.
