Taiwan's RUC Pioneer Dr. Shih-Ming You to Share Successes and Challenges at Asia Pacific Conference

Dr Shih-Ming You, a distinguished figure in Taipei City Government and National Chengchi University, is set to share Taiwan's road user charging (RUC) experience at the Road User Charging Conference Asia Pacific 2025. The event takes place on 1-2 October at the Four Points by Sheraton Singapore, Riverview hotel.

Dr You, who has served as director-general of Taipei's Department of Finance and deputy director-general of National Property Administration, MOF, will delve into the challenges and successes of user-financed transportation. He believes the key hurdle in 2025 is bridging the gap between Taiwan's expressway ETC system and the true spirit of RUC.

He will present a case study on Taiwan's ETC success and lessons learned, highlighting the necessity of legislation, as seen in the Highway Act. Dr You is also a confirmed speaker at the 2025 ITS world congress in Georgia and successfully hosted the 2029 ITS world congress in Taipei. By 2030, Taiwan aims to fully electrify city buses and address remaining ETC fees for user-financed transportation.

Dr You's insights at the conference will provide valuable perspectives on user-financed transport schemes. His expertise, drawn from roles in Taipei's Department of Finance and National Property Administration, MOF, and his academic position at NCCU, makes him a significant voice in shaping the future of road user charging.
