In a landmark speech delivered on July 2, 2025, Federal Communications Commission (FCC) Chairman Brendan Carr outlined his top priorities under the "Build America Agenda." The comprehensive plan, which focuses on six key areas, aims to maintain American technological leadership and expand the country's presence in space under streamlined and supportive regulatory frameworks.

Carr's agenda places a significant emphasis on dominating the "space economy" and ensuring the U.S. extends its lead over China in the race for critical technologies, such as 5G, 6G, and Artificial Intelligence (AI). To achieve this, Carr plans to implement principles of speed, simplicity, security, and satellite spectrum abundance.

One of the primary initiatives under the agenda is accelerating satellite licensing and supporting U.S. companies in orbit. The FCC is actively clearing satellite application backlogs and reducing processing times at a record pace, eliminating outdated and unnecessary rules that hinder the satellite industry. This reform aims to bolster U.S. companies competing in space by streamlining the FCC’s review and licensing processes.

Another critical part of the agenda involves licensing more spectrum, which is essential for creating jobs, increasing competition, driving down consumer prices, and enabling satellite broadband expansion. Modernizing FCC operations is another key aspect of the Build America Agenda. The "Delete, Delete, Delete" initiative, the largest deregulatory effort in FCC history, has removed obsolete rules related to outdated technologies to streamline operations. This modernization effort includes updating licensing processes and agency databases to facilitate quicker and more efficient processing of satellite-related regulatory actions.

Carr's speech was delivered at the headquarters of a telecommunications infrastructure construction company called VIKOR. In addition to the space economy and spectrum priorities, Carr outlined five additional priorities: unleashing high-speed infrastructure builds, restoring America's leadership in wireless, cutting red tape and modernizing FCC operations, advancing national security and public safety, and strengthening America's workforce.

Carr, who has served as an FCC commissioner since 2017 and was appointed as the agency's chair by Trump in January, established a new National Security council within the FCC to focus on keeping America as a tech leader. This council will broaden 5G capabilities and work towards beating China in the AI race.
