U.S. President Trump's Executive Orders regarding AI aim to bolster American ambitions for worldwide leadership in artificial intelligence technology.

On July 23, 2025, President Trump announced three new executive orders as part of the AI Action Plan, aiming to accelerate AI innovation and reinforce U.S. leadership in this rapidly evolving field.

The executive orders focus on three key areas:

  1. Promoting the Export of the American AI Technology Stack: This order encourages the development and export of a complete American AI technological ecosystem. The goal is to strengthen the US's global leadership in AI by creating a self-sustaining AI ecosystem.
  2. Streamlining Federal Permitting for Data Center Infrastructure: This order aims to speed up the construction of critical AI infrastructure by simplifying and accelerating the federal permitting process for data centers. This move is expected to lower costs for American AI companies and promote faster AI innovation.
  3. Mandating Adoption of “Unbiased AI Principles” for Federal Procurement: This order requires that AI models procured by the federal government adhere to principles of truth-seeking and ideological neutrality. The goal is to ensure trustworthy AI systems that prioritize accuracy, scientific inquiry, and objectivity.

The AI Action Plan outlines around 90 federal policy positions, grouped into three pillars: Accelerating Innovation, Building American AI Infrastructure, and Leading in International AI Diplomacy and Security. The plan emphasizes priorities such as protecting American workers, ensuring trustworthy and unbiased AI systems, and safeguarding AI from misuse.

The new executive orders are intended to help the United States compete more effectively with China and other global AI leaders. The U.S. is working towards ensuring it has the policies needed to win the global AI race. These actions aim to reduce barriers to American AI leadership, expand AI use across public and private sectors, and secure the U.S.'s competitive edge internationally in AI technology and governance.

To further promote U.S. AI exports, a comprehensive exports program is being developed. This program will provide financing tools, diplomatic assistance, and technical resources to facilitate deals with foreign countries. The new policies also aim to advance both domestic and international AI objectives, with a focus on fostering a robust domestic AI ecosystem and promoting U.S. AI technology globally.

These executive orders demonstrate the Trump administration's commitment to global AI leadership and its efforts to unlock access to federal land for data center infrastructure. Strengthening financing tools is another aspect of the administration's efforts to open more markets for U.S. technology. The new actions are designed to promote American AI globally, thereby accelerating innovation and reinforcing U.S. AI leadership.
