The United Arab Emirates (UAE) has taken a significant step forward in digital transformation with the launch of the Proactive Government Performance System. Announced by Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of UAE and Ruler of Dubai, on July 9, 2025, this system harnesses artificial intelligence (AI) to measure and enhance government performance across the federal government.

The new system is designed to support decision-making, monitor strategic plans, and improve the government's ability to anticipate future challenges and opportunities in real time. It processes over 150 million data points monthly, providing more than 50,000 proactive insights annually to government leadership, enabling timely and informed decisions.

One of the key benefits of the system is its predictive performance management capability. This allows government departments to foresee challenges and opportunities before they arise, moving from reactive to proactive governance. The system also strengthens oversight of strategic planning, supporting the UAE’s long-term vision, notably the ‘We the UAE 2031’ strategic plan, by translating its objectives into measurable and actionable outcomes.

The Proactive Government Performance System is expected to enhance government entities’ self-management capacity by 90% through automated monitoring and analysis. It measures government results at a scale 45 times greater than before, saving over 250,000 hours annually by automating data integration and performance analysis across government sectors.

The system also facilitates real-time data flow and transparency across all government departments, improving public administration and service delivery. Additionally, it supports internal capacity building through training programs for government employees in performance management and data analysis, ensuring sustained improvement.

The Proactive Government Performance System aligns with global best practices and standards in statistics and data management. It is a testament to the UAE’s commitment to leveraging technology for the betterment of its citizens and economy.

It's important to note that the Proactive Government Performance System is separate from the earlier mentioned 'Data Index' launched by the federal government, which serves as a benchmark to enhance government performance and track progress in managing and governing national data. The relationship between the two systems remains to be clarified.

The unveiling of the Proactive Government Performance System took place during an event organized by the Federal Committee for the Development of Statistics (FCSC). The event was attended by 120 data specialists from 35 federal government entities. The 'Data Index' covers aspects of regulatory and operational frameworks for data governance, digital transformation projects for managing data production processes within federal entities, and enhancing the quality of data used in decision-making processes.
