Ireland's Accelerating Infrastructure Taskforce Tackles Delays and Challenges

Ireland's Accelerating Infrastructure Taskforce, a group composed of private and public sector appointees, has been tasked with finding solutions to accelerate infrastructure delivery in the country. The taskforce, chaired by Sean O'Driscoll, has been appointed to advise on how to proceed with the government's revised National Development Plan, which focuses on accelerating infrastructure delivery up to 2030.

The taskforce's approach is centered around integrated governance, clear accountability, strategic capacity building, streamlining processes, and rigorous monitoring. The goal is to enhance governance by creating open and accountable public bodies that apply resources efficiently and sustainably for better outcomes. This involves ensuring compliance with financial and procurement regulations and making spending proposals align with value-for-money standards.

Building capacity is another key focus. The taskforce aims to develop a public service that is diverse, agile, and inclusive, able to manage complex infrastructure projects and deliver public services transformation. Delivering effectively requires providing supports and frameworks that overcome delivery challenges, such as unblocking bottlenecks in planning and approvals and maintaining a system-wide view of infrastructure projects to anticipate risks.

The taskforce also emphasizes system-wide coordination, managing a pipeline of land, power, fiber, and project milestones to better foresee and manage delivery risks and ensure synchronization of departmental and regulatory actions with infrastructure demand. Regular reporting directly to senior government officials and ongoing evaluation of project outputs and outcomes with required reporting back to the relevant departments are also crucial for transparency and accountability.

However, the solutions for the acceleration of infrastructure delivery are not straightforward, especially in Ireland's common law system. There have been issues with project planning and oversight, as exemplified by the National Children's Hospital. The taskforce needs to ruffle feathers and be unpopular, calling out failures in various sectors, including government, departments, State agencies, regulators, the legal system, and the private sector.

Infrastructure and housing projects in Ireland are often mired in regulations and threatened by judicial review. The current system is dysfunctional, prioritizing objectors over the wider national interest, causing endless delays and uncertainty.
